Did I read correctly that the FCC, not FAA, made 121.5 MHz ELT's illegal after 8/1/10?

Yes you did, but there is no possible way they can enforce it.

Does the FAA have a mandatory date (Service Bulletin) that one must switch over to the new ELT? I have not received any notification from the FAA.Richard Veach2011-03-30 12:50:28

No. The FAA only "recommends" that you upgrade to a new ELT. They have not published any NPRM about mandating a change.
